The Awwa Research Foundation (AwwaRF) and U.S. Environmental Protection Agency(USEPA) funded this study to help consecutive systems (CSs) and their respective wholesale water systems (WSs) identify effective disinfection byproduct (DBP) controlstrategies. Although born out of necessity for CS compliance with the Stage 2 Disinfection Byproduct Rule (DBPR), thisproject offers strategies to help CSs manage water quality in their distribution systems beyondregulatory requirements.The primary purpose of this project was to provide guidance in implementing best managementpractices to reduce DBP concentrations in CSs. More specifically, the primary goal of this studywas to develop DBP control strategies for CSs that will facilitate their compliance with theLRAA requirements of the Stage 2 DBPR. Project approach included the following: conducting a survey of WS and CS water quality, treatment, and operational practices;evaluating consecutive system operating practices using hold studies;evaluating alternative DBP reduction strategies for consecutive systems by alteringchemical type and chemical dosing strategies using bench studies; and,evaluating alternative DBP reduction strategies for consecutive systems by optimizingstorage tank operations.
