What water quality does it achieve? How much will it cost? How reliable is it? Will the Stateapprove it? How will it affect the hydraulics? When evaluating and selecting treatment processesfor a plant expansion or new construction, these are just some of the questions that a utility faces.Determining the most ideal solution is further complicated by the subjective nature of the criteriaand differing priorities of the individuals and organizations involved in the decision makingprocess. This paper presents a systematic approach for simplifying complex treatment processselection decisions. The approach has been used with the several clients that have a broad rangeof project constraints and organizational priorities. Three case studies are presented toillustrate how the approach resulted in successful process selections:expansion of an existing water treatment plant (WTP) ¿¿¿¿¿¿¿¿ City of Scottsdale CentralArizona Project WTP;reconstruction of a partially demolished WTP ¿¿¿¿¿¿¿¿ City of Phoenix Deer Valley WTP; and, construction of a new WTP ¿¿¿¿¿¿¿¿ Maricopa Water District WTP.
