The objective of this paper is to summarize current Lead and Copper Rule (LCR) monitoring requirements and thendescribe three alternative monitoring strategies that meaningfully reflect the effectiveness of autility's corrosion control efforts. The alternative monitoring strategies include: an enhanced water quality parameter monitoring strategy;use of alternative sampling sites/procedures reflective of water quality conditions at thehomeowner's residence; and, a "Bad House in a Box" pipe loop apparatus. The paper provides a sequence of steps for validating proof-of-concept and then seeking regulatory approval. Includes figure.
