The San Diego County Water Authority planned to build a new water treatment plant(WTP) in Twin Oaks Valley north of the City of San Marcos, California. The Authoritydecided to use the Design Build Operation (DBO) approach to procure a 100 million gallonsper day treatment plant. This study was focused on identifying the source water quality forthe new plant, developing treated water quality goals, and selecting treatment processesfor the proposed WTP. A new and innovative approach based on the US Environmental Protection Agency's "WaterTreatment Plant (WTP)" simulation software was used to conceptually determine theprocess train for the benchmark treatment plant. Two benchmark treatment trains wereconsidered: a conventional train with intermediate ozonation; and, amembrane train with granular activated carbon. The Authority would use thesebenchmark trains as the standard to rate the proposed WTP systems by various DBOteams, during the selection process.This paper describes the process of raw water quality analysis, selection of treated waterquality goals, selection of the unit processes and operations, and selection ofrecommended chemicals for the benchmark plants.
