The City of New York is presently in the design phase for the Catskill and Delaware Ultraviolet (UV)Disinfection Facility, in collaboration with the Joint Venture of Hazen and Sawyer andCDM (JV). At approximately 2-bgd (7,600 ML/day), this will be the world's largest UVdisinfection facility for drinking water. Validation testing is presently in preparation andwill be conducted in early 2005 by HydroQual, Inc. (HQI) with oversight by the JV andthe New York City Department of Environmental Protection (DEP). Low pressure, highoutput UV units capable of treating up to 40-mgd (150 ML/day) at a UVT of 87% are thebasis of design for the Catskill/Delaware UV Disinfection Facility. UV units will beprocured from several UV system suppliers (UVSS) to be validated and tested.Validation testing will be primarily based upon the U.S. Environmental Protection Agency's (USEPA) Draft UV DisinfectionGuidance Manual (June 2003) for specific log-inactivation targets, and will includeelements oriented to optimization of energy efficiency, as well as fully characterize theperformance of the unit under various operating conditions. The evaluation of the UVunits' performance, based on the actual operating characteristics observed during thetesting, will include a life cycle cost evaluation.
