In 2003, the Clayton County Water Authority (CCWA) completed construction of ultraviolet(UV) disinfection facilities for enhanced disinfection and public health protection at theirthree water production plants in Georgia. The CCWA's UV disinfection facilities werespecifically designed to inactivate Cryptosporidium oocysts that may be present in theirsurface water supplies. The CCWA's schedule for implementation of UV disinfectionrequired that the facilities be designed and constructed prior to the development of specificguidance from the United States Environmental Protection Agency (USEPA).In this paper, the issues associated with the full-scale, on-site validation testing completed atthe CCWA's Freeman Road plant are described. This paper describes the test procedure,experimental data, findings, and the trouble-shooting necessary to achieve meaningfulresults. Conducting validation testing on-site increases flexibility and has the potential toresult in cost savings for utilities, but there are also many issues that must be successfullymanaged to achieve useful and meaningful results. This paper includes importantinformation related to the feasibility, effectiveness, and interpretation of results from on-siteUV validation testing at a water treatment plant with multiple disinfection barriers.
