Optimization to achieve turbidity (particulate) performance goals has been the primary focus of theComposite Correction Program (CCP) since implementation of the Surface Water Treatment Rule in theearly 1990s. The recent implementation of the Stage 1 Disinfectants/ Disinfection Byproducts Rulefor large systems and small systems (2004) has introduced new challenges associated with achievingmultiple water quality objectives for water utilities. This paper describes the ongoing development anddemonstration activities associated with incorporating disinfection and disinfection byproductperformance goals and control strategies into the CCP protocol. The work, supported by the Center forDrinking Water Optimization and USEPA's Technical Support Center, is a collaboration of researchefforts and field investigations conducted at nine water utilities since 2000. All of the water treatmentplants utilize conventional surface water treatment processes, including chlorine as their primarydisinfectant and either chlorine or chloramines as their secondary disinfectant.
