In 1996, the Jordan Valley Water Conservancy District hired Carollo Engineers to study the alternative processes that would allow the District to better utilize this raw water source. The District had the following objectives as it considered various alternatives: to effectively treat the available raw water; to interface efficiently with the existing processes at Southeast Regional Water Treatment Plant to provide an effective overall treatment process; to fit into the existing site and preserve area for possible future new treatment processes (e.g., ozone contactors, additional filters for 30 MGD capacity, etc.); and, to qualify as "conventional treatment plant" for log removal credit under the Surface Water Treatment Rule.
