Utility implemented water conservation programs produce benefits that are not solelycaptured by the implementing utility. Hence, there is a rationale and need for anappropriate regional approach to implementing conservation programs. This slide presentationexamines alternative approaches that have been tried in the past or could be attempted inthe future. Advantages and disadvantages of each approach are assessed.Recommendations for future regional conservation programs are made to eliminatedisincentives to utilities and to encourage appropriate levels of investment in cost-effectiveconservation.
