This paper presents the structure that exists in the State of Oregon to deal with the effects of drought on municipal water supplies as well as some of the techniques used by municipal water suppliers in the State of Oregon to both deal with drought and to incorporate drought into long range planning. The paper discusses the process for dealing with drought in Oregon, including: Oregon statutory and administrative rules on drought; the past activities of municipal suppliers to deal with drought since 1990; and, the work of the Oregon Water Resources Department's rules advisory committee to define municipal water right extensions. The second part of the paper addresses how municipalities in the Portland metropolitan area have incorporated drought management into their long range planning both at the regional and individual entity master planning.
