Based on studies undertaken by the City of Las Vegas (CLV) and Greeley and Hansen LLP in 1994, CLV established the economic viability of wastewater reclamation on a multi-million gallon per day scale. Working in concert with the Las Vegas Valley Water District, the water purveyor for the Las Vegas Valley, a combination of eight golf courses and three parks was identified that could be served by such a plant. Designs of the plant, designated the Northwest Water Resource Center, and a recycled water distribution system were authorized and completed in 1998. Competitive bidding was completed and construction contracts awarded beginning in early 1999. The largest single project in the program, and in fact the largest single capital project ever undertaken by CLV, the Northwest Water Resource Center contract included a 10 MGD water reclamation plant, a 2 million gallon reservoir, a 20 mgd pumping plant and a 10 mgd booster pumping plant. Because the Plant was to be a "good neighbor" facility, and be located on land surrounded by residential housing, several design decisions were made which impacted construction. This paper describes the construction and startup phases of the project.
