The San Antonio Water System (SAWS) is a city owned utility in San Antonio, Texas with 300,000 connections serving 1,000,000 customers. The SAWS conservation program is a very comprehensive program focusing on both commercial and residential end use reductions in water, in addition to agricultural, school education and system programs. The Conservation Department has been reviewing current and imminent programs in terms of water savings, cost for water saved and general budget. Though much of the staff has been involved in the water conservation field for years it was found that there were a variety of assumptions made by staff for the purposes of evaluation. As such the primary challenge in this process has been to define formulas and assumptions used to estimate the potential water savings for each program. However, during planner discussions it became clear that some of these formulas have a greater confidence level for accuracy than others. For example, the ultra-low-flush toilet (ULFT) formulas are thought to be accurate where as the Watersaver Landscape Rebate evaluation formula is thought to need more study. A review of public education events and classes, often difficult to evaluate in terms of cost per acre feet saved, resulted in the development of a ranking system or "Target Impact" system.
