The key to the success of leakage management, and also its main difficulty, lies in integrating the different policies involved. Integration has to be approached from different areas of intervention, like water resources management, asset management, quality of service fulfilment and economic profitability, in the time scale analysis scenarios. These are activities that are difficult to justify in a limited short-term analysis, but they are the only possibility for successfully dealing with the scenarios in the long term. Managing losses facing resources availability requires specific considerations.
