The goal of water utilities in the United States is to provide water of acceptable quality under a wide rangeof demand and service conditions including the provision of fire protection capacity at reasonable cost.As a consequence many municipalities have systems that substantially exceed average demandrequirements creating long water retention times. Long retention times are associated with the potentialfor serious water quality degradation from both internal and external sources. An important factor insimultaneously maintaining a high level of water quality and required service levels is the maintenance ofhydraulic integrity. The National Academy of Science (NAS) convened a panel entitled "Drinking WaterDistribution Systems: Assessing and Reducing Risks" to study these and related issues. This paperutilizes information from the NAS report as well as from other sources of information to makerecommendations as how the potential for the loss of hydraulic integrity can be minimized.
