During the Information Collection Rule (ICR) 18-month monitoring period, laboratory performance is evaluated in three ways: PE studies, on-site audits, and percentage of acceptable ICR data generated. This paper reviews how well laboratories are doing based on these sources of information. As of February 1998, three of the six required ICR PE studies were completed and, laboratories were very successful in analyzing the PE samples. Data from all the completed ICR PE studies will be discussed in the context of laboratory performance over the course of the ICR. The QC data that laboratories report to EPA are used to determine whether the analytical results from ICR samples meet the ICR QC requirements and can be accepted into the ICR Federal Database. Laboratories are evaluated based on the percentage of ICR samples that meet the QC requirements. An assessment of how well the laboratories are meeting the completeness criteria is presented. A preliminary assessment of the ICR chemistry laboratory approval process is discussed in light of the information from the PE studies, QC data, and laboratory audits. Comparisons amoung utility, commercial and state laboratories is made in some areas of laboratory performance.
