The Disinfectants/Disinfection Byproducts (D/DBP) Rule will require utilities to remove total organic carbon (TOC) by enhanced coagulation as a means of reducing DBP precursors. In addition, the anticipated Enhanced Surface Water Treatment Rule (ESWTR) will require water utilities to provide proper disinfection to ensure the removal or inactivation of microbial contaminants. The Environmental Protection Agency has recognized enhanced coagulation as the best available technology for DBP control. This paper presents an evaluation of optimized coagulation and its efficiency at meeting both the D/DBP and ESWT Rules. The study used water quality characteristics such as TOC and specific ultraviolet absorbance (SUVA), as tools for identifying treatment effectiveness.
