A key issue during the Federal Advisory Committee Act discussions of the Microbial/Disinfection Byproduct (M/DBP) rule cluster was the allowance of predisinfection CT credit when chlorine-based disinfectants were added prior to the removal of DBP precursors in a conventional treatment plant. To address this issue, the impact of the point of chlorination during coagulation, flocculation and sedimentation of DBP formation was examined for a representative range of waters and treatment conditions. Both conventional and enhanced coagulation conditions were examined.
