This case study describes the Ulu Pandan NEWater Plant in Singapore. NEWater is ahigh-grade reclaimed water produced by further treating secondary treated effluentusing a multi-stage (multiple barrier) water reclamation process involving micro/ultramembrane filtration, reverse osmosis and ultra-violet disinfection. Since 2003,NEWater has been used in Singapore for electronic microchip wafer fabrication, nonpotableapplications in manufacturing processes, and air-conditioning cooling towers incommercial buildings. This use of NEWater has freed up a large amount of potablewater for other purposes. Presently, a small percentage of the NEWater production isblended with reservoir water and then this blend undergoes additional water treatmentfor potable use. The Ulu Pandan NEWater Plant started operation in March 2007 andis currently the fourth and largest operational NEWater facility in Singapore. It has aproduction capacity of 39 million U.S. gallons per day (USmgd), or 148,000 cubicmeters per day (m<sup>3</sup>/d), and was developed under a Design-Build-Own-Operate(DBOO) arrangement between PUB Singapore and Keppel Seghers NEWaterDevelopment Company Pte Ltd. MWH served as the Owner's (i.e. PUB's)representative for the development of the bid (tender) documents and evaluation ofthe bid (tender) submittals, in addition to other engineering and project managementtasks.
