The Lead and Copper Rule (LCR), which requiresdata on total metals concentrations and tries toestablish the worst-case scenarios that can develop ina distribution system, has influenced the drinkingwater industry's perspective on corrosion issues evenwhen the problems do not fall under the rule's jurisdiction.Utilities may use total metals concentrationsto make decisions about corrosion in their systems,and as a result, select the wrong corrosion controlapproach. In some cases, the typical corrosion controlstrategies proposed in reference books and theLCR, alkalinity and pH adjustment, calcium hardnessadjustment, and addition of a phosphate- orsilicate-based corrosion inhibitor, are irrelevant tothe problem at hand.The LCR, with its emphasis on health effects datacollection, does not address the steps needed to assesswater system factors that can contribute to corrosion.This article explains how differentiation of dissolvedand particulate metals can be used in corrosion investigationsto define the mechanisms involved in corrosionand select appropriate remediation strategies.
