Many utilities have used flushing programs as part ofdistribution system maintenance, but little guidance hasbeen available to help utilities develop programs thatactively avoid water quality deterioration and meet eachsystem's specific needs.Although flushing programs can be an important part of agood distribution system maintenance program, many utilitiesuse them without clearly identifying water quality objectives.Secondary water quality and customer satisfactionproblems can be created if adequate attention is not given toplanning, implementing, and evaluating the program'seffectiveness.The authors provide a rationale and guidelines for assessingcurrent flushing programs. In addition, they provide tips that canhelp utilities to determine whether flushing is appropriate and toplan, implement, and manage a program. An optimized flushingprogram can help utilities improve distribution system waterquality, reduce customer complaints, save water, enhance distributionsystem operation and maintenance, and better understanddistribution system conditions.
