Privatization options are increasingly being considered by public water utilities in the United States. Because of the large array of non-traditional privatization options that are available to a public water utility, the public utility should use a rational, professional approach to the evaluation, procurement and performance monitoring process. This paper presents several examples to best evaluate the privatization option, including outsourcing options, contract options, and length of commitment.
