The net effect of poor plant construction and inadequate equipment and systems testing is to deter planned maintenance programs to accommodate retrofit and repairs after start up. On the other hand, good quality construction practices will enhance the maintenance program. To be sure good construction practices are followed, write specs you can live with; review equipment submittals; be sure the right materials are selected and used correctly; set the plant machinery so that it is installed level, plumb, and concentric; select, configure, and install the electrical suite and instrumentation/control package with accessibility for maintenance as a primary consideration; test the plant according to an integrated test agenda; create a spare parts turnover plan; collect test documentation and certification for equipment; and visit manufacturers and suppliers of high value equipment.
