There is continuing concern both from regulators and citizen regarding potential exposure to hazardous chemicals. Since water and wastewater treatment facilities usually have large storage quantities of chlorine along with ammonia, ozone, sulfur dioxide, chlorine dioxide and other chemicals, these facilities are increasingly becoming the focus of these new and more stringent regulations and recommended practices. This paper presents summaries of recent regulations currently impacting water utilities' handling of chemicals historically used in the disinfection and treatment of water. Regulations covered include Clean Air Act Amendments; Emergency Planning and Community Right to Know, Title III of the Superfund Amendments and Reauthorization Act (SARA Title III); OSHA's Chemical Process Safety Management; National Fire Protection Association 820 - Recommended Practice for Fire Protection in Wastewater Treatment and Collection Facilities; Chlorine Institute; Compressed Gas Association guidelines for handling anhydrous ammonia, sulfur dioxide, and carbon dioxide; Texas Water Commission design criteria for sewage systems; Texas rules and regulations for safety and housing of chemicals used in public water systems; Texas Air Control Board regulations; and the Uniform Fire Code.
