In addition to minimizing construction costs, innovative high-rate filtration processes such as direct or in-line filtration offer significant advantages for treating low turbidity water. The City of Everrett, Washington has optimized filtration practices for their high quality source and is implementing these techniques to expand their 80 mgd treatment plant to 225 mgd without construction any new flocculation basins or filters. July 1989, pilot-scale treatability studies were begun to identify and verify process improvements for the proposed expansion. The study emphasized optimizing filtration practices and developing design and operating criteria for meeting the SWTR and anticipated Disinfectants/Disinfection By-Products Rule. However, this paper will only discuss filtration optimization.
