To balance the water demands of salmon and economic development in the Tacoma and Seattle (Washington) areas, additional water needed to be pumped from Tacoma's Green River headworks. This required construction of a large diameter pipeline, which required an environmental mitigation scheme. By taking a regional approach, utility and project planners and developers have produced a cost-effective way to provide the water needed; effectively support future growth; and efficiently provide the means to control, transfer, and redirect water resources regionally in a way that mutually benefits man, salmon, and the environment.
