This paper describes the process adopted to develop an updated water supply management program for East Bay Municipal Utility District (California). Threading among environmental concerns, drought, water rights holders, and increased demand, the planners developed a specific statement of how much water was needed, and then came up with a series of methods which, individually or in combination, could satisfy the district's need for water. In all, the planners recommended more than 400 actions in five broad categories: conservation, reclamation, groundwater storage and conjunctive use, reservoir storage, and supplemental supply. This paper discusses the district's need for water, planning objectives, testing and screening of alternatives, and the top six plans combining alternatives to supply enough water through the year 2020. The board of directors was involved every step of the way, and every step was documented.
