The East Bay Municipal Utility District (EBMUD) Treatment Improvement Program (TIP) is a multi-year effort to upgrade and modernize five water treatment plants. The upgrade consists of improving all the water treatment processes such as sedimentation, rapid mixing, chemical feed, and filtration. Modernization is being done to comply with state and federal regulations, improve safety for employees and surrounding community, provide flexibility for future treatment processes, and increase efficiency through the use of computerized instrumentation and controls. This paper describes the TIP, including facility design and description, program implementation, engineering design criteria, treatment process design criteria, and construction information.
