In 1989, the City of Bloomington imposed a set of water restrictions to reduce consumption. At that time, and as a result of public concern about the availability of water, the City initiated studies to find additional water resources. Five potential sources included: a new reservoir; development of a well field in a glacial aquifer; enlarging Evergreen Lake; diversion of some water from the Mackinaw River into Evergreen Lake (pumping pool); and recycle effluent from the Blooming- Normal Water Reclamation District to Evergreen Lake.
