This paper is one of five papers on system development charges. Front end contributions to recover nonlocal facility costs are generally administered by utilities as a separately structured capital recovery fee, termed variously as a impact fee, facility charge, plant investment fee, or availability fee. The term system development charge is used for all of these terms. The purpose of this paper is to provide a brief overview of System Development Charges (SDCs) and serve as an introduction to the more detailed papers on specific aspects of the SDC. Briefly, this paper considers the basic concept; notes some of the common terms used; considers some typical application criteria where a SDC may appear appropriate; suggests some of the major policy and technical considerations that should be made; considers some of the advantages and disadvantages of the SDC concept; notes the basic methods or general approaches to the SDC; and, last, outlines some of the legal and administrative issues raised by the SDC.
