Under the codes that regulate nonprofit organizations is the provision that no substantial part of the activities of the organization may be to attempt to influence legislation. Substantial is usually interpreted to mean 5% or less of the organization's total budget. The author believes that AWWA or its Water Utility Councils can engage in direct or grass roots lobbying as long as the amount of money spent does not become substantial.
