This paper discusses lessons learned during the 1989 San Francisco Bay earthquake, during the response immediately following the event, and implications determined by analyses months later. The authors participated as one of several utility damage teams that inspected facilities and interviewed utility staff members in the area. The lessons are considered in two major categories; utility operations including preparedness and response, and engineering design and facility performance. The utility operations aspects include utility organization, emergency plans, alternate energy sources, portable equipment, communications and public information, inventory, vulnerability assessment, mutual aid, training, and recovery. Engineering aspects include vulnerability assessment and mitigation of hazards, and design and construction of equipment and facilities to resist earthquake-induced ground motion. Instructional tips for water utilities are included.
