The author laments the failure of traditional public information strategies to educate the public, but holds that utilities must use continue to use these strategies to create a rational debate on the complex issues facing the industry over the next decade. The industry must take an organized, proactive stance. The industry must become better at anticipating public sentiment on various aspects of water supply and treatment and get in front of the issues as a trusted authority. Shared agendas and the promotion of common sentiments (such as protection of a watershed) allow utilities to build allegiances with key groups. Finally, utility executives must find new ways to measure public sentiments and anticipate concerns.
