This powerpoint presentation addresses use of capacity buy-back vs. straight rebate, and uses toilet rebate programs as an example of capacity buy-back programs. It demonstrates the higher potential for water savings in the CII sector than in the ICI sector. CII water audits are outlined, along with how capacity buy-back works and how to set rates. Conclusions were: accept the principle of capacity buy-back;toilet rebate programs work on same principle;actual value of rebate, within reason, not tooimportant;most savings are from reduced purchases over time;acceptable rebate somewhere around $1 per g/d;approximately 3x more cost-effective than toilet rebates;rebate used to motivate customers; conduct audits in "staged" approach;if there are no savings opportunities, maycomplete audit in a couple of hours; conduct "back of the envelope" calculations toidentify areas of opportunity;monitor "pre" and "post" water demands ofopportunities, quantify savings; and,pay rebate based on limiting criteria.
