This powerpoint presentation begins with this statement: Water utilities are facing tremendouschallenges, that if left unaddressed,deliver unacceptably high risks and costs. A list of examples of industry challenges is provided and includes: Aging Infrastructure;Reductions in Manpower;Experience loss (people);Lack of ongoing maintenance;Funding gaps;Increasing customer demands;Conservation and loss control;Supply availability; and,Infrastructure security. These challenges impact the security and operability of utilities. Security has started to be addressed throughU.S. Environmental Protection Agency (USEPA), Homeland Security and sourcingagreements. Security in distribution has yet tobe fully addressed.Operability is not being addressed andrepresents a significant risk and cost if thedecline is left unchecked. Topics outlined include: operability status-quo; the RISKS and COSTSof maintaining the status quo; and, Capital Improvement Programs (CIP). A case study at the Baltimore Water System is presented that had the following system program objectives:condition assessment;condition improvement;pre-planned operations;system testing;integration of information; and,analysis.
