The objectives of this paper were to:describe startup activities in the constructionmanagement environment;explain how using a "Prepare - Schedule - Protocol"(PSP) Method can help coordinate and assist yourstaff in preparing to bring new facilities on-line; and, use real life examples to illustrate PSP. In the PSP Preparation element, operators need to find specific information on future equipment buried in design specifications, equipment submittals, O&M manualsubmittals and other documents. Information such as design criteria, capacities, andother characteristics must be organized and readily available to be useful.In the PSP Scheduling element, operators must learn how to communicate in the"construction management" environment and in the proper medium, following transmittalprocedures, and adjusting for construction progression.The third and most complex PSP element is the Protocol development. A well writtenprotocol describes in detail to the operators, construction crew, and engineers the stepsnecessary to start, prove performance and allow the owner to accept new equipment. A"Bottom-Up" startup protocol is a simple progression and grouping of startup tasks to bring new assets into service. The protocol addresses issues discovered in the PSPpreparation and scheduling elements. Includes tables, figures.
