Four of the six Tampa Bay Water Member Governments, the cities ofTampa and St. Petersburg and Hillsborough and Pasco counties, haveadopted landscape and irrigation ordinances for residential andcommercial development. Each ordinance details the requirements forirrigation permits for new and existing residential/commercialdevelopment. Specific governments have their requirements on how toapply for, review and enforce permits and associated codes.Ordinance language and permit requirements vary by Member, eventhough one model was developed. Enforcement of these ordinancesvaries. Governments appear to be trying to increase efficiency ofexisting staff, defer active enforcement through a self-certificationprocess, or not require permits for single family irrigation systems.The goal of this study is to identify each procedural step inordinance implementation and enforcement, quantify actual ordinanceconformance versus requirements through on-site irrigation andhorticultural evaluations, create a report describing permitting,tracking and evaluation strengths and weaknesses for eachgovernment, and provide recommended methods to optimize ordinanceenforcement optimization per government.
