In the late 1990s, Dallas Water Utilities (DWU) required substantial improvements to its440-mgd East Side Water Treatment Plant (WTP), a facility which had not beenupgraded since the early eighties. In addition to improvements to the raw water supply,finished water pumping, and conventional treatment systems and construction of a newozone facility for primary disinfection, DWU required a state-of-the-art computer-basedsupervisory control and data acquisition (SCADA) system that could successfullyaccommodate the extensive upgrades.The project required a phased approach that allowedDWU to acquire the necessary funding to complete improvements, accommodateconstruction, and keep the plant operational. Because the work was phased over a 5-yearperiod, DWU - concerned with retaining continuity over multiple construction projectswith different contractors and suppliers - chose to partner with the SCADA systemdesign team for software programming and application engineering services.This paper demonstrates how the partnering approach, combined with the use ofstandards and conventions, provided a consistent product over the multiple constructionphases and reduced programming errors, increased reliability, minimized trainingrequirements, and provided user friendly systems, while providing unique benefits to allstakeholders.
