The Flagstaff, Arizona water/wastewater utility, has pursued continuous improvementprograms for years. The Department has used management consultants, universityprograms, State of Arizona programs, and the American Water Works Association(AWWA) QualServe program as tools to be competitive. Benefits from the programshave helped it keep up others, which is what was hoped for. No privatizers have beenknocking on the utility's doors since 1986. Instead, the Department has made manychanges, some working well and some not so well. This paper focuses on the experiencesthe utility has had with the AWWA QualServe program on two occasions and not thosewith other continuous improvement processes.
