This paper discusses an innovative partnership to maximize the beneficial use of reclaimed water in theHillsborough, Alafia and Palm River Watersheds that is being developed by the City ofTampa, Hillsborough and Pasco Counties, Tampa Bay Water and the Southwest FloridaWater Management District (SWFWMD). The partnership proposes to utilize reclaimedwater produced by the City of Tampa at the Howard F. Curren Advanced WastewaterTreatment Plant (Curren Plant) and water reclamation facilities in Hillsborough andPasco Counties. The proposed partnership affords the City of Tampa, and Hillsboroughand Pasco Counties adequate supply of reclaimed water to expand their service baseby leveraging the available reclaimed water supply.The core of the Regional Reclaimed Water and Downstream Augmentation Project (theProject) includes five key components:addition of industrial and residential reclaimed water customers by the City ofTampa and Hillsborough and Pasco Counties;stream augmentation by Tampa Bay Water allowing freshwater withdrawalsupstream as a potable water source;maintain minimum flow to the Hillsborough River;enhance natural systems and aquifer recharge in southeastern Pasco County by theSWFWMD; and,natural systems enhancement, aquifer recharge and storage in southernHillsborough County, by Hillsborough County.The implementation of the Project will allow the City of Tampa and Hillsborough andPasco Counties to be able to add industrial and residential reclaimed water customers,significantly increasing the percentage of the reclaimed water from each utility that isreused.Also under the core Project, Tampa Bay Water would be able to withdraw additionalfreshwater to add to the potable water supply. This portion of the Project would includethe development of a water supply source for the region without causing a net impact toriver flows to Tampa Bay. The overall concept is to use surplus reclaimed water toaugment river flow at a location downstream of a water supply source intake, allowingthe withdrawal quantity to increase by a like amount upstream at the intake locationwithout changing overall river flows to Tampa Bay.
