The North Jersey District Water SupplyCommission (NJDWSC) is responsible forproviding water supply to approximatelytwo million residents in northern NewJersey. The sources of supply for theNJDWSC are Wanaque (capacity: 29.6Billion Gallons) and Monksville (7.0 BG)Reservoirs; both are located within theWanaque River Basin in Passaic County,New Jersey. Additional water can bepumped to the Wanaque Reservoir fromother stream sources when needed. Thetwo pump stations are located on theRamapo River in Pompton Lakes (maxpumping rate 150 Million Gallon per Day)and the Pompton-Passaic Rivers in Wayne(max pumping rate 250 MGD). NJDWSC has given top priority to source water protection, overall security of its reservoirs, treatmentplant, and transmission facilities to ensure a safe and uninterrupted supply of drinking water.These measures have been designed for protecting the water supply system against natural or accidentalevents. Due to recent events, the safety and security measures have been significantly expandedto include the protection against intentional attacks on water supply systems.NJDWSC's source water protection management strategy provides water quality protection fromboth natural and man-made contamination events. This strategy allows for better management of rawwater quality, cost savings in water treatment operations and the protection of natural resources.This paper focuses on NJDWSC's comprehensive reservoir operation plan that addresses current andfuture management requirements for better impounding water quality of the Wanaque Reservoir,controlling algal growth and developing the framework of the Passaic River Basin's water qualityimprovement initiatives.
