Seattle Public Utility's (SPU) new 180 mgd Cedar Treatment Facility will transition from construction to full scaleoperations in late spring 2004. The facility includes the largest application of ultraviolet (UV) technologyin the United States and is also unique given that the Cedar River Supply is unfiltered andthe project is being delivered using a Design Build Operate approach. Delivering innovativetechnology has always been challenging. This paper presents a case study of the processused to overcome the many hurdles associated with implementing UV on the Cedar project.These hurdles include the initial decision to implement UV, equipment selection, validationtesting, start-up, and final approvals.
