To date, few membrane treatment facilities have been procured using a design-build (DB) or design-build-operate(DBO) approach. Due to permeate water quality and operational criteria differences between membrane manufacturers and their specific membrane models, care must be taken to accommodate all potential membrane suppliers. This need is further emphasized by the fact that there are relatively few suppliers of membranes to the municipal market and the loss of one potential bidder could adversely impact bid competitiveness. Other factors crucial to a successful design package are a comprehensive raw water quality adjusted for potential future conditions and the assessment of required pre- and post-treatment. To illustrate an appropriate design package for a membrane facility to be procured by a DB procedure, a case study for the Mid-Pinellas Brackish Water Facility in Florida is presented. The Mid-Pinellas facility will be owned by Tampa Bay Water and will be part of an ambitious strategy to diversify water supply sources in this water resource-limited area. Tampa Bay Water already has significant surface water and saline water (desalination) treatment plant projects underway using DBO procurement approaches. This project would utilize brackish groundwater, thus tapping a new water supply source for the utility. This facility will be somewhat unique in that the necessary recovery rate and subsequent process design is governed by the need to achieve a certain, relatively high TDS concentration in the reject water to allow deep well disposal. In addition, while the facility will be procured by a DBO approach, the supply wells and concentrate injection wells along with associated pipelines will be procured using traditional design-bid-build (DBB) approaches. The planned 5-mgd facility using brackish groundwater could service as a model facility all along the southwest coastal areas of Florida. The concepts related to the design package are applicable to any membrane project using a DB or DBO approach. Includes tables.
