Accidental contamination or deliberate sabotage of drinking water supplies have been a growing concern to the safety of public water industries. As a result, water supply was defined as critical infrastructure by the President's Commission on Critical Infrastructure Protection in 1997. Since the concern became a real threat after the September 11th terrorist attacks, water utilities have been taking serious steps against the worst possible scenario. As a practical measure to reduce the effect of potential terrorist attacks, the destruction of biological contaminants must be securely achieved by adequate chlorination by either gas chlorine or alternative methods such as on-site chlorine generation and enhanced UV technologies. Taking such precautionary acts will be critical to safeguard the utilities as well as the safety of the general public. Comprehensive monitoring of water quality should be facilitated because many sabotage attempts would never be detected by routine analysis procedures. Choice of effective monitoring instrumentations to detect the sudden change of water quality is also discussed in the paper. Includes 16 references, figures.
