In 1999, The City of Daytona Beach submitted a Risk Management Plan (RMP) to the Environmental Protection Agency in fulfillment of the requirements of the Risk Management Planning-Accidental Release Prevention Regulations. At the time the City had three installations at which the RMP 2500-pound threshold limit was exceeded. These included the co-located 15 MGD Westside Regional Wastewater Treatment Plant and the 20 MGD Brennan Water Treatment Plant, and the 13 MGD Bethune Point Wastewater Treatment Plant. Coincidentally, while considering alternatives to meet the RMP requirements, the City staff was evaluating its Brennan Water Treatment Plan chlorination facilities, and had determined that the 25-year old system was reaching the end of its useful life. The City thus embarked on a program to replace the gaseous chlorine feed system with new equipment designed to comply with the RPM. This paper discusses the City's selection of sodium hypochlorite for its Brennan Water Treatment Plant.
