This paper describes the communication plan used by the Orange Water and Sewer Authority (OWASA) in Chapel Hill-Carrboro, North Carolina to communicate with customers about construction projects and summarizes some of the techniques OWASA used. The three basic steps in the communication plan were: giving advance notice that WSASA was planning a project that included an offer to schedule a neighborhood meeting if desired and an invitation to residents or businesses to ask questions and make comments; supplying updates during the construction process that asked for questions and comments from customers in the project area; and, seeking feedback from residents when the work was completed. This paper presents the different approaches used for communicating information to the customer during construction.
