Communicating a public health emergency is never easy, but utilities can minimize the difficulty of public notification with some simple advance preparations. Water utilities across the U.S. will need to update their public notification plans to comply with the new public notification requirements that were published in the Federal Register on May 4, 2000 and subsequently updated on June 30, 2000. One of the most significant changes is that systems will need to notify customers within 24 hours of Tier 1 violations or situations. To respond this quickly, utilities must have a plan in place, and staff must be familiar with the plan before an event occurs. The District of Columbia Water and Sewer Authority (WASA) has had to comply with the new requirements since October 31, 2000. This paper reviews general lessons that may be of use to other water systems from WASA's experience in developing a Public Notification Plan that complies with the new EPA regulation and in conducting staff simulations of an event requiring public notice.
